You could always ask the GNU Project themselves if they want it:

I'm not sure it'd be much different to his other talks though.  (If
we're really lucky, the other talks will be a more reasonable length.)

If you've still got uncompressed audio you might want to try using the
Speex codec to get a more compact file.
