Hi David,
Here's a good link to read http://blog.voipsupply.com/voip-phone-system-mistakes-avoid and also some questions you must first ask yourself:
1. What is your current system like and your usage paths/patterns? (dictates level of system)
2. Who is in charge of it?
3. How many calls do you make at one time? (dictates bandwidth/codec choices)
4. Are most of your calls interoffice?
5. What kind of users do you have? (dictates IP phone level)
6. What kind of backup will you have? (outbound fall back to PSTN and inbound fall back to external VoIP or PSTN system)
7. Do you need hosted or in house?
8. What kind of handsets do you have now? (possibly ATA will be cheaper if you just need basic use)
9. What are your local networks like?
10. What are your timescales?
11. Do you have remote users?
12. Do you need call recording?
13. What is your budget? (maybe first question?)
Many more questions will be generated from the answers to above ;-)
