That should read PRIMARY partition.

My machine has /boot and c: as the first two partitions, I use grub which will boot anything from /boot and chain to windows off c: if required.

The BIOS rules for a bootable partition are:

- it must be a primary partition (partition 1-3 inclusive)

- it must be entirely contained within the first 1024 cylinders. Actually the sectors accessed during boot must lie within the 1st 1024 cyls but booting off a spanning partition is living dangerously

- the actual boot partition must be marked active

I don't yet know whether installing lilo/grub is simply a matter of changing the active partition flag or whether the MBR is updated (I can't see why the latter should be necessary but as I said, I don't actually know)

As far as I know, and I'm not sure if this has changed with XP, Windows will 
only boot from the first partition.
