Almost certainly the PSU. A voltmeter is handy for checking such things! A short circuit on mobo or wiring might also have similar symptoms.


ATX PSUs are all pretty much the same so you could do a swap-out. If you really need 400W and don't have another then disconnect some stuff before testing with a smaller one.
