[edlug] high pitched whistling noise

hi all,
i've got quite a big problem, the question is how worried i should be. i
just found out that instead of starting up my computer emits a high
pitched whistling noise. nothing comes on not even the fan of the psu.
the system is quite new athlon xp 2700, home built with a 400watt psu.
it worked without a hitch until yesterday (the last time i used it). the
question is what died? i do hope it's the psu.  any suggestions for
testing/remote prognosis?
